This mission is one part of a larger collaboration between WCS, the USFS, and other technical and financial partners in the development of coordinated ecotourism opportunities. This report focuses on one component of the original vision for collaboration on a ‘MaMaBay Ecotourism Trail’ in partnership with Government, private sector, community and NGO collaborators. Specifically, the USFS team participated in MaMaBay area site visits and meetings with WCS, local tourism providers, potential collaborators, and local communities to assess the feasibility of the concept. Discussion with Madagascar National Parks (MNP), and USAID staff in Antananarivo provided additional context and direction.
The US Forest Service at the request of USAID/Liberia conducted a gap analysis of four key domestic natural resource markets in Liberia: timber, charcoal, bushmeat and other non-timber forest products (NTFPs). Given that Liberia’s forest is mostly perceived by Government of Liberia decision makers as valuable because of timber exports and potential conversion to large scale agricultural concessions, having an accurate estimate of the value of these associated resources is vital for effective management of natural resources in general. Within Liberia, however, there are robust national and subnational markets for timber, charcoal, bushmeat, and other NTFPs. These domestic markets impact the forests and biodiversity and contribute to the economy in ways that are poorly understood.

A team of four natural resource management experts convened in October, 2014 to conduct a fire regime assessment in Eastern Province of Zambia. The team included a multinational assemblage from the United States and Zambia tasked with the following objectives: 1) gain preliminary insights into the current status of fire management and fire use in Eastern Province, Zambia, 2) assess the role of fire in the regeneration and maintenance of the dominant vegetation present in the terrestrial ecosystems of Eastern Province, and 3) provide recommendations for fire management training and equipment needs for Zambia Forestry Department and partner agencies in Eastern Province.

With the completion of the Wula Nafaa project, USAID-Senegal and its partners concluded a ten-year program of integrated natural resource management with wealth creation and good governance components—a successful demonstration of the relevance and effectiveness of the NWP development paradigm. With a range of successful applications in different ecological and cultural contexts, a significant and measurable impact on income generation at the household level, and an impressive net return on development investment, the USAID Wula Nafaa program contains many valuable lessons for implementation of integrated NRM programs in Senegal as well as for improving NRM and catalyzing sustainable rural development around the globe.

This retrospective study “tells the story” of the historical context and evolution of USAID’s long-term commitment to sustainable development in Senegal through NRM program assistance. The study is designed to contribute to a greater appreciation of the achievements and impacts of USAID investments in environment and natural resource management projects, and to contribute to USAID’s institutional memory in this area. It aims to capitalize on key lessons learned from these projects and to provide guidance to increase the effectiveness of interventions aimed at addressing poverty alleviation, economic growth, environmental governance and climate change adaptation as well as improved natural resource management, biodiversity conservation, and related sustainable development objectives.

Avec l’achèvement du projet de Wula Nafaa, USAID-Sénégal et ses partenaires ont conclu un programme de dix ans qui avait porté sur la gestion intégrée des ressources naturelles assortie de volets de création de richesse et de bonne gouvernance – démonstration avec succès de la pertinence et de l’efficacité du paradigme de développement NRP. Avec un large éventail d’applications réussies dans différents contextes écologiques et culturels, un impact important et mesurable sur la formation des revenus au niveau des ménages et une rentabilité nette spectaculaire de l’investissement dans le développement, le programme Wula Nafaa de l’USAID fournit de nombreux enseignements précieux pour la mise en oeuvre de programmes GRN intégrés au Sénégal, ainsi que pour l’amélioration de la gestion des ressources naturelles et la stimulation du développement rural durable partout dans le monde.

L’étude dont il est question dans ce rapport se concentre sur le cas de USAID-Wula Nafaa. Elle évalue ses impacts sur la génération de profits pour, ceux qu’on désigne communément par « producteurs locaux » dans la filière charbon de bois, tout en les comparant aux acteurs de la filière et à tous les niveaux. Elle fait une analyse comparative à la fois, verticale et horizontale, des profits de chaque groupe d’acteurs et de leurs parts de marché dans la filière charbon de bois. L’Etude a été commanditée par le World Resources Institute (WRI, Washington DC).

This report was prepared by the World Resources Institute as a contribution to a larger retrospective study of USAID’s investments in environment and natural resource management programs over the past thirty years. The study provides a particular focus on lessons learned in applying the “Nature Wealth and Power”1 or NWP framework through the implementation of the USAID funded Agriculture / Natural Resource or Wula Nafaa project, which was launched in 2003. The second phase of Wula Nafaa will be completed in 2014.
